For the first couple of weeks making my starter, the towel covering the bowl of counter starter would wick up the water in the pie plate. Starting the 3rd week no matter how much water I put in the pie plate, the top of the towel stays dry
Should this be a problem?

Is your mother getting a crust on her when the towel seems to have dried out? If not, then the towel stays moist long enough to keep her from drying out too much.

I noticed that some tea towels are either not 100% cotton or their weave is too tight to allow for proper wicking. Also, make sure you're washing your towels using a non-toxic detergent.

I'm a bit stumped since originally it worked. Something must have changed.

Yes when the towel dries out the top does form a crust
I am seeing small bubbles so I may try to make bread after the holidays.
I only use Dr Bronners liquid soap which is non toxic
I can’t think of any changes that may cause the drying of the towel
